Viral or Word of Mouth marketing has been said to be the best thing that has happened to marketers after the invention of advertisements. You are correct that word-of-mouth marketing is hard to measure. There certainly is a lot of style, but seemingly little substance around it.
Fortunately organizations like the Word of Mouth Marketing Association (WOMMA) and the Relationship Networking Industry Association (RNIA) are working to set some simple ground rules to such phenomena.
RNIA, in particular, is looking to quantify such things by marrying the art to the science of word-of-mouth in ways that are meaningful, but this is still a way off.
I think that the best viral marketing technique, as well as internet marketing technique in general, is quality. Quality will get you very far in the not so distant future.
Sirs; All my life I have chatted with the, “Man on the street” marketing scouts, They came to me often to get my input as I always had something to give, some advice wasn’t worth powder, some were money losers, some were really big money makers and the balance was far to the right of this statement! I do know how marketing is most effective, I just wish I could inform more people about this method.

I agree with Cata – If people love what you’re doing, the viral marketing will take care of itself. Certainly there are instances where you can “push” to make the viral marketing happen, but if what you’re selling isn’t worth talking about, it’s wasted effort.
